Southeast Energy Efficiency Alliance, Atlanta, GA
The Building Codes Project Manager is responsible for supporting the activities of two programs within the Southeast Energy Efficiency Alliance's (SEEA) Building Code Group: the Energy Code Compliance Pilot Study (Pilot Study) and the State Technical Assistance Program (Technical Assistance).
The Pilot Study program is a pilot study using DOE's Building Energy Codes Program (BECP) prepared materials that support building code compliance evaluations within a SEEA member state. The Technical Assistance program provides assistance to states within the 11-state SEEA region in regards to code adoption, tracking compliance with codes, development of code compliance plans, review and application of BECP training and other support materials, identification of key stakeholders and their needs, planning for train-the-training sessions, training of stakeholders, and evaluation of training.
This position will be divided between these two projects as project priorities require. The Project Manager may also be assigned to other SEEA energy efficiency projects.
Position is located in Atlanta, GA. Position is ARRA funded for initially 12 months.
Responsibilities:
*Perform research and analysis on building code adoption, policies, and programs, with a special focus on states in the 11-state SEEA region;
*Track the progress of state and local building energy codes across the U.S., and prepare updated material for SEEA reference;
*Conduct meetings or teleconferences with southeast states and provide guidance to the states in regard to their role in the pilot study and in the state technical assistance;
*Assist the states with adopting the 2009 IECC (or equivalent) for residential buildings and 90.1-2007 (or equivalent) for commercial buildings and coordinate efforts with other advocacy organizations such as the Building Codes Assistance Project (BCAP) and the Responsible Energy Codes Alliance (RECA);
*Track the southeastern states building codes adoption and compliance progress;
*Work with the SEEA states on developing their plans associated with measuring and expressing compliance with their energy codes;
*Coordinate the state review of and comment on BECP training and code-related outreach materials;
*Identify key stakeholders in the region and those stakeholders' needs in terms of building codes;
*Coordinate logistics for BECP train-the-trainer sessions and work with the SEEA states to identify appropriate attendees;
*Provide monthly status reports on the progress of the state pilot study and the state technical assistance;
*Assist in preparing project work plans, budgets, reports, and grant proposals;
*Plan and organize meetings, workshops and other events as assigned;
*Respond to inquiries from consumers and industry members; and
*Perform other research, analysis, writing, and project support duties as assigned.
Qualifications:
*Excellent analysis, research, and writing skills in English
*A strong goal and deadline orientation
*Strong computer skills, including working knowledge of word processing, spreadsheet, and database software (website development skills and experience are desirable but not required)
*Demonstrated effectiveness working in a team environment
*Self-motivation and ability to work efficiently and meet deadlines, with limited supervision
*General knowledge of energy efficiency technologies and basic principles of economic analysis
*Bachelors degree in a field related to energy efficiency (e.g., architecture, engineering, economics, public policy, business or public administration, environmental studies)
*Experience working in and knowledge of the building codes field
*Good public speaking skills with the ability to make presentations and lead team/external meetings
